"Boys as young as 12 will be handed 'condom cards' allowing them to collect free contraceptives without their parents knowing.
The taxpayer-funded scheme lets them pick up packs of condoms from football grounds, barber shops and health centres simply by showing the plastic card.
The cards are only given to boys who have attended a safe-sex lesson.
The Government says condom cards reduce teenage pregnancy and the spread of sexually transmitted diseases. It also claims the scheme persuades boys to take more responsibility for contraception.
But family campaigners say it encourages teenage boys to be sexually active before they are ready."
Versions of the condom cards - or CCard - are already used by some local authorities across Britain. But the Government wants to extend the scheme nationally and has asked the sexual health charity Brook to draw up guidance for local public health chiefs.
A spokesman for Brook said CCards helped cut Britain's teenage pregnancy rate over the last decade.
She added: 'We know that most under 16-year-olds are not having sex, but these schemes are providing them with context and access to service so that when they are ready to have sex, they do so safely.
'There is no evidence that it begins sexual activity earlier.'
